Wondering about doctor's advice

My husband who is now 50 was diagnosed years ago with low testosterone This was primarily due to symptoms of sexual dysfunction. When he saw the urologist who was supposed to be the best one in the area, the urologist told my husband that he didn't give testosterone as a treatment, because testosterone given as a medicine causes the body to produce less and less of its own. So, there was no treatment. Now as we look back, we wonder under what circumstances testosterone is given. My husband has a variety of symptoms, including depression and some prostate irregularities, that makes us wonder if he doesn't need testosterone replacement (anti-depressants and other "healthy advice" hasn't helped him much). He has taken sexual performance drugs (e.g., cialis) but these have had less than great results. Was the doctor too conservative or what?
