Testosterone Deficiency

I am 22M and weigh a low 54kg, have a girlish face. I have a good amount of pubic hair down there and my armpits, but I have still don't shave. Neither do I have hair on my thighs or chest and very low in my legs. Few months back when I checked out, my testosterone level was 600+. Whats the problem? Do I still have to wait longer for hair growth. I am getting older!!
